William M. Gary, P.E., C.E.M.
Mr. Garyís experience spans over more than twenty-six (26) years as senior executive in general management, operational and project development Mr. Gary is currently Managing Director of Eco Applications Group, a full service energy project development and energy services firm. Mr. Gary was previously a Co-founder and senior executive manager with several successful energy services firms. He served as senior executive officer responsible for taking the company public and all aspects of project development, design, construction, including financing of energy efficiency and power generation projects. He has significant experience in all phases of design, feasibility, energy planning, contract negotiations, project management and project financing. His renewable energy experience includes stints with San Diego Gas and Electric and Arco Solar (Solar World Inc.) being responsible for renewable energy project and program development.
Mr. Gary's expertise in renewable energy, building energy efficiency, power generation and environmental regulation lends to a unique experience and perspective in the financing, analysis and services in the energy development business. He has developed hundreds of millions of dollars of projects involving cogeneration, energy efficiency, and renewable technologies . Mr. Gary has served on numerous energy industry committees and the previous President and Board Member for the San Diego Cogeneration Association.
He is also a registered Professional Engineer in Mechanical Engineering and a licensed general engineering contractor. In addition, he is a Certified Energy Manager with the Association of Energy Engineers. He is an alumnus of Harvard Business School and a received a Bachelor of Science in Mechanical Engineering from California Polytechnic University. He is also a graduate of the University of California-Los Angeles, Management Development for Entrepreneurs Program.

Hector Esquer P.E. LEED-AP, PMP, CPESC - IT
Mr. Esquer is a Registered Professional Electrical Engineer in the State of California. Mr. Esquer has spent over twenty (20) years in the development, design, and construction of combined heat and power, and energy efficiency projects in excess of $100 Million. He has served as vice president for project management and development for several companies. He is LEED accredited and is a certified as a Project Management Professional Recently Mr. Esquer has been involved in project development of renewable energy projects; including solar, geothermal, wind, and fuel cell systems. Mr. Esquer is an alumnus of San Diego State University where he received a Bachelor in Science in Electrical Engineering.
Kevin L. Neal
Mr. Neal has more than twenty-five (25) years of experience in business development, sales management, and organizational development consulting. In 1995, Kevin joined a management consulting firm specializing in improving organizational performance, thru IT and HR initiatives. He later became Executive Vice President where he managed the day-to-day operations and business development for the company. Kevinís has a strong passion for helping organizations.
Holding a Bachelors Degree in business administration from College of Santa Fe and a Masters Degree in organizational development and human resources from John Hopkins University, and drawing upon his real-world experience running a total management solution consultancy, Kevin brings a keen understanding of business function and the applied knowledge that can only be gained through daily application. He has a keen ability to quickly understand the current business situations of clients, learn their organizational goals and objectives and present total business solutions that have immediate application and provide long-term results.
Fred E. Ellis,
Mr. Ellis has with twenty-four (24) years of experience in project management, construction management, permitting, cost estimating and contract administration within the public works and building construction industries. Mr. Ellis has extensive experience in managing and directing multi-faceted phases of major construction projects. He is a Member of CMMA and Associated General Contractors of America. He has extensive training in the use of cost estimating, project accounting and scheduling software. While with Cal Trans he successfully developed and managed new strategies in scheduling and marketing techniques to enhance business unit goals. He is a graduate of Texas A&M with a Bachelor of Science in Mathematics and Education.
Mr. Santorilla has over thirty-four (34) years of heavy industrial experience as the owners representative and single point contact project manager in the engineering and construction areas from power plant and waste treatment plant design and construction management, oil field construction and field engineering management, powerhouse operations, environmental engineering design and construction, power plant commissioning, energy reduction and utilities operations, construction installation and site management. He is an alumnus of Lawrence Institute of Technology with emphasis in Construction Engineering. He has successfully implemented and planned strategies for reducing overall project costs and time from inception to the project start-up, insuring that all work is performed according to the plans and specifications while adhering to the budget.
